Whoever, without reasonable suspicion that an act has been committed against this Act, enters or searches any place with intent to cause pain, harassment, insult or damage to another, arrests any person. A person who causes, seizes or causes to seize or confiscate goods that should not be seized or seizes or causes unnecessary damage or injury to anyone or causes to be delivered will be punished with imprisonment up to six months or a fine of up to one lakh rupees or both.
